How can an EO (executive order) be reversed ? Must it be the Gov himself or can it be a new law to overturn it?

1 - The governor (present or future) could issue another EO, thereby changing the ground rules.
2 - A court of record could affirm, reverse, or modify the standard.
3 - The General Assembly could solidify our preemption statute by including state agencies.
I suppose a judge could issue a stay to "block the implementation" but I don't think that is very likely. Just disagreeing with it politically is not enough.
I always knew State Agencies' ability to regulate carry in contradiction to state law would come back to bite us. I'm pretty frustrated right now.
