Governor to BAN OC in Executive Branch Buildings

How can an EO (executive order) be reversed ? Must it be the Gov himself or can it be a new law to overturn it?

Can a judge block the implementation of an EO?

1 - The governor (present or future) could issue another EO, thereby changing the ground rules.

2 - A court of record could affirm, reverse, or modify the standard.

3 - The General Assembly could solidify our preemption statute by including state agencies.

I suppose a judge could issue a stay to "block the implementation" but I don't think that is very likely. Just disagreeing with it politically is not enough.

Still trying to figure out just how #3 would take place. The GA has jurisdiction over local governments. The best I can figure is they could refuse to enact legislation regarding the Executive Order - or at least parts of it. "universal" background checks, "crime gun" tracing, all of the commissions and studies and the like can be zero-funded in the state budget. The GA might be able to address storage of firearms in state agency parking lots (whether state owned or rented property) and pass legislation that would block HR action for workers who have firearms in parking lots (I would expect to see "secure facilities" exceptions in that). The GA can also declare the sidewalks and other "public spaces" outside state facilities - I just am not able at this time to figure out how they can impact the space inside the plane of the entrance/exit.

Need to bounce some stuff against heads better versed in legislative construction/constitutional law.

I always knew State Agencies' ability to regulate carry in contradiction to state law would come back to bite us. I'm pretty frustrated right now.

Get a friendly, unelected, serve till death, Federal Judge to issue a TRO saying it is unconstitutional, whether there are state or federal laws to the contrary - like Defense of Marriage, Abortion, Illegals, and other liberal agenda item over the last 60 years. Throw a wrench in there for 10 years!

There are repercussions beyond McAuliffe's political future. This could turn into a real budget battle with the House of Delegates refusing to budge in compromise committee when they and the Senate submit differing bills, or they override the Governor's veto while the Senate does not.

There are all sorts of guos that can be called in for prior quids. There are also a lot of members of both houses that would like to remain in office.

The thing is we need to keep the issue alive until the next election - and not focused on the carry in Executive branch spaces but the rest of the crap he's proposing to be set up. IMHO gun owners are too fragmented to be a driving force to keep up the pressure against this move.

The "gentlemen to the right" is the father of the female TV news reporter (Alison Parker) killed recently in VA.

Humor me a little here?

Legally armed citzen stopped at the state house for openly carrying a side arm.

LEO: You cant come in here with that sir.
LAC: Why not?
LEO: The governor's EO prohibits that.
LAC: But I am here to testify in a public hearing.
LEO: Your going to have to cover that thing up first.
LAC: Yes, but I do not have a permission slip to cover up.
LEO: Then you will have to go secure it in your vehicle.
LAC: I came on the bus, I have no vehicle to secure it in.

........................ Any way you get the idea. I must confess I am not up to speed on the carry laws in your neck of the woods but it still seems to me this is a fundamental violation of a citizens access to government.

It is very frustrating to see this "do something" rhetoric in action.
