There is a very long story about constitutional carry bills in this past General Assembly.
It involves, baby steps, giant steps and the realization that there are very, very, few, true gun rights supporters in the General Assembly. Most are Paper Tigers that get tossed around in the wind.

It's also a lesson in who the enemy is.

At times, CHiPpers quietly side with anti's to kill bills, at times OC'ers side with anti's to kill bills, the NRA is no one's friend and the Gun lobby doesn't have the muscle to force really controversial bills through.

So the reality is....who can KILL what bill, not can it pass. Welcome to the house of smoke and mirrors.

This bill may do a Doug Huffman and come back under another name to annoy people, but it will take some real effort for it to even make it to the floor.
