Virginia State Police "instant" background check delays

Does anybody recall what took place with the Virginia tint laws? The Virginia State Police used to administer the program. They would review the applications for medical waivers and issue the tint exemptions to residents. But all of a sudden the program was turned over to DMV. Anybody recall the reason? Was it something else the state police just couldn't get done in a timely manner?

I don't know about that but they just had the biggest graduating class ever.
Seems like they could use a few less Troopers sleeping at construction sites with their blue lights on, and a few more people in the gun checking room.

RICHMOND, VA (WWBT) - Expect to see dozens of state troopers on the roads this morning.
108 men and women will be handed their diplomas and officially become members of the Virginia state police.
It's the largest graduating class ever and that's why the ceremony has been moved to Meadow Event Park in Caroline.
This means police cruisers will be heading up I-95 from chesterfield.
