I'm glad to hear this passed! I was able to hear it pass the Senate, but had to drop the House feed once it got so late. Huge thanks to everyone who had a part in this.

I know Marc is smiling right now.

I was wrong, I had thought there was a specified effective date in the legislation, but it was a reference to the silly boilerplate about the change in the CCW permits. It is 30 days from Sept 11.

The bill has no date specified so the immediate effective date prevails, take note THE IMMEDIATE EFFECTIVE DATE Is NOT TODAY!

It is 30 days after the veto override by statute.

Please do not get yourself into trouble.

21.250. When a bill that has passed both houses of the general assembly is returned by the governor without his signature, and with objections thereto, and upon a reconsideration, passes both houses by the constitutional majority, it shall be authenticated as having become a law, by a certificate endorsed thereon, or attached thereto, in the following form:
This bill having been returned by the governor, with his objections thereto and, after reconsideration, having passed both houses by the constitutional majority, it has become a law, this .... day of .......
Which, being signed by the president of the senate and speaker of the house of representatives, is sufficiently authenticated, and the bill shall be deposited with the laws in the office of the secretary of state, by the presiding officer of the house in which the bill originated. Unless the bill provides otherwise, it shall become effective thirty days after approval by constitutional majorities in both houses of the general assembly.

Very happy to read of the veto override. Very much look forward to OCing in the City of Cape Girardeau.

Very sad however to read of mspgunner's death. I didn't know him beyond this forum, but he was certainly a member I respected and enjoyed.

Just to clarify, while simple reading would indicate this becomes effective on the 30th day, i.e. October 11, 2014, is there some legally different interpretation of the "thirty days after approval" used in Missouri which would mean it is actually effective on October 12? I deal with legal stuffs all the time, but have never had to deal with a precise non-specified effective date for a veto override.

So far as I'm aware, no. However, IANAL. I could be wrong.

I read that the SENATE overrode the veto, but what about the HOUSE?

Passed the house around 2 am

it is done.

frankly I could have lost a huge wad of cash on this one as I would have bet it would not make it.

Now, how about the interaction between this bill (which I understand takes effect 30 days from now) and Amendment 5? Is open carry a right, or can it only be done by those with a concealed carry license?

Open carry is a right as far as the state of Missouri is concerned. They just let cities/countries abridge it. Now, they can't do that for people with CCW permits. As far as amendment 5 fits
