Confirm. Immediately after the shalll-issue legislation passed in 2003, Denver and Colorado sued each other over whether Denver's conflicting ordinances would stand. Basically Denver got to keep 3 exceptions to state law:
(a) safe storage of firearms,
(b) ban on magazines holding over 20 cartridges,
(c) ban on open carry.
