I finally got a response - I pinged Rod Park again with a somewhat short "hey, what's taking so long" email. I probably could have used more tact.

He responded very quickly with a very informative email. Seems Metro was on 'recess' the last two weeks which has hampered their ability to provide a timely response, which seems reasonable to me.

Here's the meat of his response:


What I did hear back from Dan Cooper is that your points may be correct. What staff is checking now is what laws or regulations that the counties and cities have in place which still may apply. With 25 cities and three counties, it is not as simple as it seems. Metro has many acres of open space along with the Pioneer Cemeteries, Glendover Golf Course, regional parks, boat ramps as well as the Oregon Convention Center, Expo and the Performing Arts Centers. He is also checking to see if anything special applies to the Oregon Zoo. I believe there are special rules for the Gun and Knife Show at Expo but I am not sure what they are.

I hope to hear back from him soon.

So... yes. Oxbow park, being within Multnomah county limits (and MC having no firearms restrictions), it should be fine to open carry.

His point about the Oregon Zoo is interesting, since I'm about 95% certain that it's within Portland city limits and therefore Portland 14A.60.010 would apply. And therefore, with a CHL, you would be fine for Loaded Open Carry just like anywhere else in Portland.

I've responded with as much, and hope to hear back from them again sometime soon with additional details about other Metro-controlled area.

Sounds hopeful. You would think they would just follow whatever rules are in place within the city that the different Metro run properties are located.

That's what I'm pushing for to get them to admit/commit to. No sense in adding yet ANOTHER layer of confusion to this already complex issue.

I was in a gun store down here today to promote the SecondAmendmentMarch to the store and was flabbergasted by the response of the guy behind the counter.... who happend to be the oen that taught my CHL class just over four years ago..... he told me that you couldn't open carry in Multnomah Co.

So I slipped my printed copy of Oregon state firearms laws out to show him the LAW and this INSTRUCTOR didn't want anything to do with the LAW. Though his story then changed to "well they'll hassle you".

I guess the moral of the story is, how can we expect the bureaucrats to know what they're doing when a gun shop employee and firearms CHL instructor "can't be bothered with the law"???

There's a LOT of educating to do in this state and some of it needs to be directed at some of "our own"!!!!!!!!!!!!!!!!!!!!!!!!!!!1

Well they passed on that score. I went in empty holster and asked. NO PROBLEM. Too bad the same guy that said that was the "instructor" that didn't want to hear about the law.

When I asked if I could bring by some SecondAmendmentMarch flyers I was told that I could post one up on the bulletin board but everything on the counters at the end of the day was trashed. I thought that was kind of silly (trashing flyers, cards, etc. if left on the counter for their GUN PURCHASING CUSTOMERS to help support the very amendment that keeps them in business.

They voiced no interest in attending or displaying at our local gathering.

By the way, how does one "report" or complain about an "instructor" now wanting to hear about the law and even teaching "laws" that don't exist??

I would guess if he is an "NRA Certified Instructor" (which, if I recall correctly, is what's required to be a CHL instructor), you could complain to the NRA...

I went to the Zoo today and I did see the No Weapons sign I though I had before. This time I noticed it while getting on the shuttle to the Zoo (since the lot was full) and they had a sign with a list of "Things Not To Bring To The Zoo" The first one was weapons with a picture of a gun and knife. I did not have my cell or a camera so I could not take a pic.

Any word back yet?
