Reading HR 3212 and hearing some comments I have a question on it. If passed it says that SC will honor all concealable permits from any state. I understand that it means that a state that issues a permit to those under 21 SC will also honor those even if a SC resident is required to be 21. In a similar manner those states such as Tennessee that do not issue concealable permits, rather carry permits will they be allowed to open carry in SC or will SC honor only concealable permits.
Reciprocal agreements are such that the permits of one state are honored by the other state but the laws of the honoring state take precedence. However it appears that if HR 3212 is passed no reprocity is in effect and the laws of the issuing state then apply. If SC honors a permit for an 18 year old then why would they not honor open carry if the permit is such?
