New Sheriff in town

Does anyone know much about our new Sheriff in Ramsey county? Will he better at following the law when it comes to permits to carry? It has been my understanding that Sheriff Fletcher seemed to deny the most applications and then a majority of those are overturned on appeal. This costs the tax payer the cost of all court and legal fees when the denial is overturned as it is the county that has to pay for the courts as well as the petitioners attorneys fees.
Also I know that this is somewhat off the Open Carry topic but is this Minnesota statute new?https://www.revisor.mn.gov/statutes/?id=624.7132#stat.624.7132.1
It seems to be new as it is requiring all persons to report the sale or transfer of pistols and semi-auto between private parties.

In which he states ...

Under my administration, the Ramsey County Sheriff will have a rate of granting permits consistent with those of other Minnesota sheriffs, because the people of Ramsey County are as responsible and law-abiding as those in the other 86 counties.

As for 624.7132.1, it is not new but you need to keep reading down to Subdivision 12 where the exclusions are listed.

Subd. 12.Exclusions. Except as otherwise provided in section 609.66, subdivision 1f, this section shall not apply to transfers of antique firearms as curiosities or for their historical significance or value, transfers to or between federally licensed firearms dealers, transfers by order of court, involuntary transfers, transfers at death or the following transfers:

(1) a transfer by a person other than a federally licensed firearms dealer;

(2) a loan to a prospective transferee if the loan is intended for a period of no more than one day;

(3) the delivery of a pistol or semiautomatic military-style assault weapon to a person for the purpose of repair, reconditioning or remodeling;

(4) a loan by a teacher to a student in a course designed to teach marksmanship or safety with a pistol and approved by the commissioner of natural resources;

(5) a loan between persons at a firearms collectors exhibition;

(6) a loan between persons lawfully engaged in hunting or target shooting if the loan is intended for a period of no more than 12 hours;

(7) a loan between law enforcement officers who have the power to make arrests other than citizen arrests; and

(8) a loan between employees or between the employer and an employee in a business if the employee is required to carry a pistol or semiautomatic military-style assault weapon by reason of employment and is the holder of a valid permit to carry a pistol.

Thanks John, I Had a couple of canvassers stop by my house before the election but they were not sure on Matt's position. I did vote for him and I'm glad I did.
On the second ? thanks for clearing that up for me. I find statute language kind of confusing at times. I will be applying for my "Permit to carry" in 2011 and will keep the forum updated with my progress.

I've met with Matt, and helped campaign for him. He's untested on Carry matters, but had made strong pro-carry statements...

There is no way that he could be worse than fletcher...

Matt is a bit of an enigma... he has STRONG DFL backing, and says he is very pro gun.

The DFL backing doesn't bother me a bit... I'm less concerned with the personal politics of a Sheriff, and more focused by how he upholds the law, and serves the public. By that litmus, Bostrom should be awesome.

Well I recieved my "Permit to Carry" this week. It took less than 3 weeks to get it in the mail. I have to say that Sheriff Bostrum has kept his word and is enforcing the laws and not interpreting them. :banana:I voted for him and glad I did. On another note I have noticed that the majority of folks I come in contact with are refering to "permit to carry" as a "concealed carry permit". I also have noticed that I have to pay attention to what I am wearing as well as how I will be carrying. Oh well, I see some new clothes in my future.
