MSP NEWS RELEASE 9/24/2013: FIREARM PURCHASE APPLICANTS WITH APPLICATIONS PENDING ON OCT 1 WON'T NEED HQL

FIREARM PURCHASE APPLICANTS WITH APPLICATIONS PENDING ON OCTOBER 1 WILL NOT NEED TO OBTAIN A HANDGUN QUALIFICATION LICENSE.

Marylanders who submitted handgun purchase applications on or before September 30 will not be required to obtain a handgun qualification license, as required by the new FIREARMS SAFETY ACT that is set to take effect on Oct. 1, 2013.

The Maryland State Police (MSP) will not enforce the requirements of the new law with respect to applicants whose applications are pending as of October 1.

Persons who submit purchase applications on or after October 1, 2013, unless otherwise exempted by law, will be required to apply for and obtain a handgun qualification license before attempting to purchase a handgun.

QUESTION: How can the MSP pick & choose what regulations in the new FSA 2013 they will enforce or not enforce & when they will enforce a regulation and when they will not??? Would this not require State Legislation to temporarily amend this regulation. Me thinks that the Elected State Officials wanted to stay out of this fray and let the MSP take all the heat, while they didn't have to get their hands dirty.

Local, State & National Pro Gun Pro Self Defense Groups should be able to challenge the authenticity and legality of the FSA based on the "arbitrary selective enforcement of these regulations" by State Agencies and without "Legislation enacted by State Elected Officials."

This is IMO is MD's top State Law Enforcement Agency total disregard for the "law" solely for "convenience purposes" due to the pending background checks (38,000+/-) for handgun purchases in MD, which cannot be completed before Oct. 1, 2013, when this Law goes into effect.

On the other hand if "John Q Public Citizen would choose not to follow one or more of the FSA regulations on or after October 1, 2013, he or she could be arrested as a criminal and receive a 5 year jail sentence or a $5,000 fine or both and probably have any previously owned firearms confiscated.

Many lawful citizens purchasing their first handgun are assuredly grateful that the MSP chose not to enforce the FSA so they could be "grandfathered" in and won't have to obtain a $50 HQL & undergo 8 hours of Training.

The question is "Did the MSP do this for the greater good of the Citizens of MD to uphold, protect & preserve their SECOND AMENDMENT RIGHTS, or did the MSP do this for their own convenience as a "CYA" of not being able to keep up with the handgun purchase Background Investigations and State Elected Officials sitting on their hands while this dilemma grew into an all out crisis ? Assuredly the MSP kept the State Elected Officials fully aware of this problem from the beginning. The first outcry from Elected 0State Officials even acknowledging this problem, came the day after an article was published in a local newspaper reporting on the BACKLOG OF HANDGUN BACKGROUND INVESTIGATIONS. A clear cut case of TOO LITTLE TOO LATE!

MD State Government passing the FSA created a record number of gun purchases, record number of gun ownership and a record number of FIRST TIME GUN OWNERSHIP BY lawful citizens who now will have the means to protect themselves and their families from MD's ever worsening CRIME & CRIMINAL VIOLENCE.

Question: Why do Local TV News Broadcasters that report on the over night inner city shootings always refer to these incidents as "GUN VIOLENCE" & NOT CRIMINAL VIOLENCE? Are they simply dumb and don't understand the difference that a gun is an inanimate lifeless object, a tool like any other tool, it doesn't shoot itself. So why then call it GUN VIOLENCE?

Let's get it right LOCAL TV NEWSIES, these over night inner city shootings are not caused by Beretta, Smith & Wesson, Colt, Glock, Sig-Sauer, FNS, etc. These over night inner city shootings are caused by BAD GUYS WHO KILL PEOPLE FOR ILLEGAL GAINS, PROFIT, REVENGE AND PLEASURE with or without a gun, and they will continue to kill people with or with out a gun by any means possible, unless they are stopped. So please, the next time you hear a local TV news anchor use the term GUN VIOLENCE TO REPORT A SHOOTING, call or email that TV STATION and correct their ineptitude. Tell them that these over night inner city shootings result from "CRIMINAL VIOLENCE.

Local TV News Anchors, Local TV News Show Producers and their "brilliant" Station General Managers seem to have a strong left wing liberal, anti-gun, anti-SECOND AMENDMENT slant. But they never disk or support legislation that affects our FIRST AMENDMENT RIGHTS, else they would be unemployed and actually having to work for a living like the rest of us.

Question: Who is doing the Background Investigations, do all these individuals have the proper screening & security clearance to be checking into the records of MD Citizens ?

Question: What controls have been instituted to prevent "Background Investigators" from gathering the names and address of gun owners and providing them to the PRESS for publication?

The FSA 2013 [aka Firearms Registration For Future Confiscation Act or FRFFCA] has backfired on the "anti SECOND AMENDMENT, anti-self defense, pro-criminal, gun-grabbing elected State Elected Officials, their campaign contributors and supporters. Since the first of this year there have been a reported "88,800" Background Investigation Applications filed with the MSP to purchase handguns. This number has been rapidly increasing as the October 1st deadline nears.

More guns in more MD citizens hands and homes! Maybe this is what our State Elected Officials had in mind when they passed the FSA, hoping this Law will cause more lawful citizens to buy and own guns to protect themselves and their families from the "out of control" crime, illegal drug and murder rates in the State, especially since the State & City Elected Officials have FAILED TO DO SO. "TWENTY-ONE (21) SHOOTINGS IN 24 HOURS IN THE INNER CITY." This should be the campaign slogan of the pro SECOND AMENDMENT gubernatorial candidate's campaign for the upcoming election.

The FIREARMS SAFETY ACT OF 2013 is turning into a disaster and black eye for those ELECTED OFFICIALS who supported and passed this Legislation. The FSA will provide a very strong platform for any pro SECOND AMENDMENT gubernatorial candidates to run and be elected on. Their first campaign promise when they are voted into office should be to repeal the FSA, make the Right To Carry Concealed Carry Permit more available for lawful MD Citizens and concentrate the all of the States Law Enforcement Agencies on reducing and eliminating Violent Crime, arresting & executing Violent Criminals, Increasing Prison, Jail and Detention Facilities, and enacting legislation that would make it a felony to be associated with by admission, act, deed, body markings or dress that symbolize membership of any "Gang Engaged In Criminal Activity" of any kind, and last but not least, to repeal TAXING RAIN & GASOLINE IN MD.

Final Question: What ever happened to the OATH OF OFFICE taken by our ELECTED OFFICIALS swearing to uphold the CONSTITUTION UNDER PENALITY OF LAW??? WHO IS SUPPOSED TO ENFORCE THIS EDICT AND WHY ARN'T THEY DOING THEIR JOB?
