So, I'm guessing it wouldn't be unreasonable that if someone were pulled over and evidence to clear them of a traffic violation is believed to be on the tape, it would be possible to request a copy of that footage, or request that it be held and reserved as evidence until after the case has been closed?

I would suggest you submit your request immediately so that the tape can be preserved.
