Here in Mich, we were "told" in our cpl class, it MUST be the first thing you say to the officer. Take this as it were with some of the mis-information they are teaching, I still go with common sense. I have been pulled over twice since I've had my cpl. Both were good experiences, especially since I didn't get a ticket. One officer was more interested in my 44cal derringer than anything and by the time we got done talking I realized he had never even left my car and run my license! Each circumstance must be played as it comes. Me, I always tell them up front just to avoid any hassle.

For me the information I give up depends on the initial attitude of the officer; if he or she is professional and not overbearing I might let them know...if they are nasty right off the bat I am not giving up anything aside of L&R. I would never argue with a cop but I will be deliberate and to the point in my actions. I also know that the judge will only listen to what the officer has to say, at least here in VA, unless you pony up and get a lawyer that knows the judge.
I have yet to hear of someone that I know personally actually get a warning from a Va Trooper...I heard that they have an open door policy...If they open their door your getting a ticket, that’s the policy. A warning from other than the Troopers seems to be common and that is refreshing. It really seems that there are more cops per mile of road in Va than any other state....well I guess they need to keep the revenue coming in;) oh I mean they are really serious about keeping the roads safe:?
