AB1934 will create a condition where a person can be guilty of violating both a concealed carry law and open carry law at the same time!
PC 12025 (makes carrying concealed illegal) only requires partial concealment, per People v Hale. But clear language in 12025 defines that handguns carried in belt holsters are not concealed. Once AB1934 removes that clear language, belt holster will result in partial concealment. Add to that the new PC 12037 open carry violation and voila, you are concealing and open carrying at the same time!
