erps, here is the rest of the quote from my letter-

Chief Pillo's appearance, in uniform, and references to the International Association of Chiefs of Police, strongly suggest to the general public that she is acting as a spokesperson for law enforcement in general. I can tell you unequivocally, she does not speak for me, or any of the law enforcement personnel of my acquaintance

On the other hand, I, as a retired, career Law Enforcement Officer and former judge, find it reprehensible that she would use her position and uniform to push her own agenda

And I am in complete agreement with your assessment of her conduct. I'll PM you to see where the break down in communication occurred.

Is anyone requesting a Public Disclosure request on this to the City of Bellevue? Any information regarding communications with the Chief and City Officials are open to the public :D

Unless they are considered "Personnel Matters" or are part of a disciplinary action.

Granted, but I'll request it. I think it is important to know just what happened, what was allowed, and how it was handled. I'll gladly take redacted emails about the subject. Its our tax dollars, the Public Disclosure Act ensures we can keep our government open :D

FWIW, got this reply back from my email on the matter:

Thank you for your e-mail. Mr. Sarkozy asked that I reply on behalf of the City. Chief Pillo was in Olympia that day on official business for the City of Bellevue. However, she was not acting in her official capacity as police chief, nor was she representing the City, when she testified. Her testimony represented her own personal position. In fact, Bellevue has not taken a position on that specific legislation. The City is aware that the fact Chief Pillo testified while in uniform ay have given some people the impression she was speaking for the City. The City regrets the confusion and apologizes. Again, thanks for your interest in this matter. Tim Waters Communications Director

erps, when I read that email something was just telling me, city of bellevue just said "we don't care". Maybe thats just me or maybe they are saying "up yours".

Yes we know she was uniformed. Oh well, sorry!

That doesn't make anything any better. Official business means she was getting paid by Bellevue citizens to be there, to give her personal opinion (personal agenda) using her issued government uniform and position. So...does nothing happen to rectify this?

Okay, I hate to be thebad guy here, but! Sounds as if she may have been elsewhere in the capitol for business, then stopped by the meeting to drop her opinion.

I agree with all of you that she had no business there in uniform. She shoulda found a place to change out of her uniform, like Oly PD perhaps?

So was it a violation of department policy to wear the uniform in a public venue, giving personal testimony in a manner that it clearly represented the City of Bellevue Police Department? And if so, what was the remedy to correct it? The effect of her words on such an important topic as the Chief cannot be taken lightly. An email that says, "Whups, sorry" doesn't seem to cut it.
