Not a contradiction by WI law.

Enough of it was visible that multiple people approached him and told him they were uncomfortable with it. Therefore it was not concealed...therefore open.

We have case law of the state atty general saying that open and concealed are not absolute terms - the fact that part of the gun is hidden (ie the muzzle in his pocket) doesn't make it concealed (flipside - it doesn't have to be totally shielded from all conceivable view to be considered "concealed" either).

Stupid is as stupid does. Since he was legal he should have told the numpties to bugger off. Instead he managed find himself illegal by doing something stupid to appease the numpties.

I understand the conflict/difficulty in dealing with these terms under WI law.

That is why I said contradiction of terms IMO (in MY opinion) - meant to stress my frustration at the wording and application thereof.
