I was reading the following article about a straw purchaser being prosecuted in Chicago.
Straw purchaser with 4 felony gun charges will not get jail time

A Chicago-area woman arrested last year for her role in illegally selling guns to prohibited buyers, some with gang affiliations, was sentenced to probation and community service last week. Simone Mousheh, 23, of the Chicago suburb of Mount Prospect, will have to complete 15 days of community service in the Cook County Sheriff’s Work Alternative Program and 12 months probation after pleading guilty to illegal transfer of firearms last week, as reported by the Daily Herald.
Mousheh was arrested last September and charged with four felonies after an investigation by the Chicago Police Firearm Investigation Team concluded she had bought handguns through the benefit of her state-issued Firearms Owners Identification card and then illegally resold them.

Then I ran across this.

Semi-Automatic Guns, Drugs Found On Party Bus In South Loop, Police Say


CHICAGO — Officers found three semi-automatic guns on an "overcrowded" party bus in the South Loop on Friday night, police said.
Officers learned there would be guns on the bus and at 9:45 p.m., they saw the bus — which had too many people on board — in the 1200 block of South Lake Shore Drive and stopped it, police said.
Officers found three semi-automatic handguns with two extended magazines and drugs, including marijuana, police said.

Notwithstanding my perceived disparity in applying the law I could not imagine what is being described as a "Party Bus". Is this a real thing in Chicago where people meet up on a "bus" and party? Is this a commuter bus that was overtaken and the occupants spontaneously began partying.

I wonder because the bus is referred to as a "loophole" ;

The buses feature a "bad combination of substance abuse and guns," Emanuel said.
"We are going to close every one of the loopholes," Emanuel said.

Was the bus traveling or parked? How did the nice leo's ascertain that said bus was overcrowded? Who is responsible for keeping the buses capacity of people at or under said capacity?.. Did the nice Leo's have a warrant to search for weapons and or drugs? Did the overcrowding of said bus, give the nice leo's RAS and probable cause, to detain and search each and every person on the party bus?..

In my humble opinion, the incident appears like a police " fishing expedition" .. Probably more to the story however I would ask, do not the nice leo's in Chicago have more infamous criminals to catch, then a bunch of party goes on an over crowed bus.? A clear waste of tax payers money, in my humble opinion.

Don't forget the little bit about how she'll "likely see permanent revocation of her FOID card". She committed 4 felonies and is no longer able to legally possess firearms at the federal level and there's no guarantee she'll lose her FOID. Nice, she must have a really rich father or is in good with the judge who gave her that weak sentence. I don't know why Rahm Emanuel referred to a party bus as a loophole, other than the fact that he's an idiot.

1 Probably traveling before it was parked so the LEO's didn't have to run beside it.
2 Every bus is rated for maximum capacity, determined by the manufacturer. Even the most poorly trained LEO should be able to count heads.
3 It's the bus driver's responsibility to not operate the bus at over-capacity
4 Depends, if the weapons and drugs in "plain view" then RAS is established.
5 Overcrowding is a traffic offense, so yes the officers had the authority to detain the bus. "... Officers learned there would be guns on the bus and at 9:45 p.m., they saw the bus..." If the officers were told with enough specificity what bus, what location, and what time they yes that could be considered reliable enough information to make a stop even if the informant was anonymous (totality of the circumstances and all that.)

Chicago has become infamous for its light sentencing on felony gun violations and slapping wrists for straw purchasing, the second most common way the gang's guns are acquired according to media reports. I'm not surprised in the least at her sentencing.
