We are now running on a new, and hopefully much-improved, server. In addition we are also on new forum software. Any move entails a lot of technical details and I suspect we will encounter a few issues as the new server goes live. Please be patient with us. It will be worth it! :)

The governor's order was only for the State Police to enforce. She said from the beginning that it didn't require enforcement by ABQ PD or BCSO. The AG wrote a letter to the governor, not the health department, stating he would not defend her...

The health department works for the governor. They did not do this on their own as some strange coincidence immediately after she signed the EO declaring an emergency.
I served two terms as a state representative in New Hampshire. Open carry in the House chamber wasn't allowed as a matter of decorum, but during lunch breaks across the street when jackets came off, many R reps were OCing, and more than a few D reps were as well.
