There's precedent. It might be in the thread, 1.5M settlement and no details and no arrests.

Look at it this way. Though we might find it defies logic, who is generally believed when the Judge asks a question at, say a traffic offense. The LEO. Of course, the LEO is allowed to lie but not under oath. If the VSP can't find clear evidence that contradict the LEO's testimony that he was caught and dragged, they can't declare him guilty of anything. How do you handle a volley of shots during what doesn't really seem to be a felony stop, like an escaping murderer, whom you just can't let drive away?

What the authorities did say was that they promote the use of the spray and taser before use of lethal force (I might have quoted it or just missed that quote).

If a LEO has no priors, then even though this is an egregious and unfair shooting, he is pretty much licensed to kill. He didn't hunt her down and premeditate her murder (AFAIK). The 'spurned lover' comments seem laughable.

Finally, the spokesperson said 'an investigation could take weeks, be patient'. What? Weeks? It should be done in hours. Maybe they're waiting weeks to get a look at the LEO's arm (or shoes)...a lot of BGs get off because the investigation is sloppy and drags on. So, they know how to prolong things. Wait out people's anger. They'll return a 'training and internal' path, and thus won't comment except to issue the pay off.

The big thing is to make sure this doesn't happen again. Dash cams always on, maybe call in back up on all stops for a while. Restore confidence. But commenters have been saying all has not been well in Culpeper.

If their lawyer is any good, there will be several suits.
The Officer, the Chief, the town, maybe more.

Sorry to follow up so soon, but the problem now, is that once they start 'getting by' with this stuff, it is too easy to just do it again. 'Oh, well, last time, we did this and it went away...'. They need to at least fire the top cops and get someone in who is pro-citizen if they're forced to settle. The force acts the way they do because of the top down. You tell the beat cop you won't tolerate excessive force and lying and hope they'll do it.

Talking about it won't help. The people who live there need to buy a video camera and put the town under a 24 hour microscope.

God help any Eyewitness to a bad cop encounter. It seems there are those who are trying to discredit the eyewitness by publishing his criminal record. Not putting anything here, but you can look for yourself if you like and see if that would change your mind about anything.

For me, it's not about the eyewitness but rather the lengths some will go to defend the police no matter what.

A little deduction and basic application of Occam's razor should make it pretty clear what happened here, more or less.

Officer approaches car. Demands ID, and in doing so is threatening or abusive (not at all uncommon). The woman, having had no encounters with the police in over 30 years, and fully expecting the police to be agents of service and protection, is shocked and confused -- she doesn't know what to do, she only knows that she's a victim of aggression from a source she never anticipated. So, she rolls up her window, and drives off. She probably imagines it will all be sorted out if she can just talk to any other cop at all. So, she attempts to get away. When the first shot is fired, she realizes it's become life-or-death. She doesn't know why all this happened, but she knows she's been assaulted and shot at. So, she continues in her attempt to flee.

Obviously I've made up the details, but the general thrust of my analysis makes infinitely more sense than the BS story being peddled by the state. A 54-year-old woman traps an officer's arm with a crank window? This is so obviously, patently implausible that it's clearly a fabrication. Therefore, a lie and a cover up. Therefore, the officer is almost certainly culpable for murder.

The only way to see the situation more charitably is to apply a bias in favor of the police -- a bias wholly unjustified at this point in time. Remove any references to "cop" (i.e. apply objective analysis) in the original story, and nobody would question my interpretation of events.

The simple fact that there are eyewitness accounts contrary to the officer's story, and yet the story is now being reported as unequivocal regarding the dragging of the officer, is all but proof in my eyes that this is a cover up. Objectivity requires recognizing both accounts (note that I recognize both accounts, I merely discount one as absurd on its face).

So you're going to tell me that a 54yof female cannot kill an officer same as a 20yom MS13 member? You're insane if think this is true. Go ahead and sit in that Crown Vic, pull someone over and watch them act all hinky. Tell me if you do not draw your weapon on a person that refuses to keep their hands where you can see them, out of their waistband, or does not comply with verbal commands given appropriate circumstances. A 54yof can pull a trigger, slice you wide open, or run you over just quickly, easily, and efficiently as a 20yom. When you're in the mindset of him or me going home tonight, you would certainly change your tune. A lot more goes into being a police officer than writing a ticket here and there and inconveniencing you when you break a law. Think about that the next time you see an officer getting a cup of coffee or catching up on some paper. They do a lot more than is recognized by the regular public. Few people on this board give them the credit for actually putting their lives on the line. More often than not they are seen as "the bad guy" or "the man."

Officer safety training puts a lot of officers in a hyper vigilant state. Therefore, she could have done something that would have been perceived on the officer's end as aggressive, while she might have been flustered by an encounter, but needs to comply with commands. We can all sit here behind the keyboards and talk about how government has gotten the better of citizens with the concealed carry permits and asking permission for the second amendment... and then letting that aggression follow through to the few that enforce the laws, that ask things to happen because it is a practice with EVERY person they encounter, not just you because you are legally carrying. Some people on this board have such a bone to pick with LEO that it is just stupid. God forbid that you are done wrong by anyone in life.

All I am saying in this thread is that there is very little credit being given to the VA state police because they are LEO and therefore lacking in credit because it was a LE shooting. I would bet good money that if your loved ones were slain, and VSP was conducting the interview, your mindset would be a lot different. The eyewitness accounts vs the officer testimony is something that will be settled in the investigation. And as I stated before, eyewitness testimony is not 100% accurate for physiological reasons.

And in reference to the in car camera system not recording properly? Yes, it can be deactivated. Surely it can be manipulated. But the automatic assumption that it HAS been is sickening. There is so little faith put in the investigation by the state police. The assumptions and the bias is just mind blowing.

Because people have had negative encounters with LEO before lumps everyone of the LEOs into the dishonest, selfish, pain for pleasure knuckle draggers that the story tellers have made them out to be. Call me a flagrant apologist all you want. I am saying I have seen both sides of the law: enforcing and being enforced. Ive seen some things that I did not agree with and did what I could to fix them. The assumptions of guilt and innocence should be saved until the investigation is concluded and all relevant information is released. Go ahead and say that it will not and will be manipulated/deleted/covered up/and whatever other paranoid delusions lead you to. I find it hard to believe that people will not even give this officer two seconds to explain his story just because he wears a badge.

As to 'explaining' his story, where is he? I'm sure the news organizations would be thrilled to give him all the time he wants to explain how he shot a person 6-9 times.

Good to see you're not sticking with the obviously bogus 'he got dragged story' that the VSP are telling (the VSP is telling, sans evidence of same, I might add)

God forbid your license come up with a concealed weapons permit...almost a ticket to just shoot you in the head for a culpeper cop.

Back the lady in Culpepper...I am sure she deserved summary judgement and execution...She committed disrespect of cop!!!

Bet if we search this cops name in 5 years he is working for some other PD in some other part of the country.

First of all, the assumptions arise from consideration of the uncontested facts; they are not preexisting.

Secondly, even were the assumptions preexisting, can you present a shred of evidence, or even reasonable speculation, that any of those three assumptions is false?

Someone else is seeing what I am seeing. While the rant may have been disjointed or poorly organized, majority of this thread has followed the same thought. The only common theme is that the members here have progressively and aggressively worked towards discrediting the officer story and the investigation. People here on this board are intelligent but are biased like no other when it comes to LEOs. Novacop has been personally attacked more than once just because he is an officer and his personal opinions made from an officers POV. At this point I am done trying keep to conversation unbiased. Sadly I feel this board has turned into the grumpy old man club from the negative encounters members have had. I agree that skids incident was totally wrong. However, the assumption and mindset every officer is that way is just ignorant.

Have fun continuing to bash the officer in this story. Nevermind he is a human ans can make mistakes same as anyone else in this world. Im glad you guys can sit behind the keyboard and point, criticize, and judge given only info that has been released to the public.   • :50 looks like the officer stood near the second tree from left near the curb. brass is ejected high and right. also notice how she parked the jeep inside the white line and did not strike the utility pole. she was alive when she parked the jeep. not only was she alive, but she was able to put the trans in park or set an e-brake.

I don't think anybody would dispute this fact. The problem is he needs to face his mistake

and accept his punishment like any other person would have to. But that's not going to happen.

I resided in podunk Culpeper, Va for 6 years. The cops there are crooked as hell. I know 2 good ones. That's it.

I caught two PI's for walking from a bar to a ...wait for it... CAB!. I don't drink and drive. Call a cab.

Cops reasoning? I "technically" was in public.

Can't stand Culpeper. You get hit with a county and town tax on your vehicle as well.

Whole town is crooked.
