University of Louisville Deadly Weapons Policy and Open Carry

It seems as though U of L has recently changed their deadly weapons policy to comply with Mitchell v. UK. Previously, the policy prohibited the possession of any weapons on campus, even in privately owned vehicles. I just went looking a little while ago, and found an updated policy that contains the following

The following are exceptions to this policy:
A. Possession of deadly weapons by peace officers acting in the course of official duties;
B. Possession of deadly weapons as a part of university ROTC activities;
C. Possession of a deadly weapon by a person licensed to carry a concealed deadly weapon
pursuant to KRS 237.110, if the firearm or other deadly weapon is contained in a private motor
vehicle and is not removed from the vehicle (KRS 527.020(4) and 237.110(17));
D. Possession of a deadly weapon if it is located in a non-University motor vehicle and in an
enclosed container, compartment, or storage space installed as original equipment in the motor
vehicle by its manufacturer, including but not limited to a glove compartment, center console, or
seat pocket, regardless of whether said enclosed container, storage space, or compartment is
locked, unlocked, or does not have a locking mechanism ( KRS 527.020(8));

My question is this-as we all know, even without a CCW, it is perfectly legal to openly carry a gun on your person while in your vehicle, or to have a gun in plain sight such as on the center console, passenger seat, etc. It seems to me as though U of L has specifically avoided mentioning these otherwise legal forms of carry, and could penalize a person who is an employee or student on campus with a gun either openly carried or in plain sight while their car is on campus.

Any thoughts on whether or not I'm reading this correctly?

Thank you-as always-for your excellent analysis and information.

With regard to your point 4, I think(at least if I'm reading the policy correctly) that would be covered under exception "E" which I didn't copy and paste above but which states the following

E. Possession of a deadly weapon by persons who are specifically authorized* by KRS 527.020 to carry concealed deadly weapons on or about their persons at all times and at all locations within the Commonwealth. Such persons include but are not limited to: Commonwealth’s attorneys, judges of the Court of Justice, conservations officers of the Department of Fish and Wildlife, elected sheriffs, and peace officers from other jurisdictions

I agree that this is definitely something that needs some work, but at least it is a step in the right direction. At least-for me-it means that I'm not totally defenseless out in the parking lot when I'm on campus late at night(which I frequently am) and also that I can head to Knob Creek right after work(which I do once a month or so) and not have to add in an extra trip.

I'm just going to keep writing letters to the legislature and giving money to KC3 and hoping that we can get more in the near future!
