Didn't see this one posted anywhere and I thought it may be interesting to some. He talks about origninally thinking it was silly not to give ID but now he says his mad at the Madtown PD.

I like his take that it's "citation roulette". Spin the wheel and whatever it lands on is what citation the police will give out.
