I wrote my senator with a concern on a couple gun control bills brought to my attention by NRA-ILA. I received a curious response.

Thank you for your email about suppressors. I appreciate getting more information about this issue from interested citizens.

Iowa law does not currently allow possession of "offensive weapons" unless a person is a peace officer or another person specifically authorized under Iowa Code section 724.2. "Offensive weapons" are defined to include devices that silence, muffle, or suppress sound under Section 724.1. My understanding is that these devices are currently banned in ten other states including our neighbors Illinois and Minnesota. They have been banned in our state since 1983 when Governor Branstad signed the ban into law.

As chair of the Senate Judiciary Committee, I do not plan to take up for consideration any bills addressing gun issues this year. I do not believe the Legislature would be likely to get to a consensus on any gun issues. I also do not believe that any gun issue is so urgent and compelling that it requires action this legislative session. For these reasons, I have indicated clearly to advocates on gun issues - both for and against - that gun legislation can wait until a future legislative session. I made this clear so that organizations did not feel the need to expend lots of time and money advocating for or against any legislation related to guns.

This is not about the Second Amendment any more. This is about your First Amendment rights. I recommend that everyone reading this contact Senator Hogg, the chair of the Senate Judiciary Committee. I believe that no elected officials should discourage advocacy from those they claim to represent.

It was a response from elected officials much like this in Colorado that lead to their recall. Is there a process to recall members of the General Assembly in Iowa?

However, Senate Judiciary Committee Chairman Rob Hogg, D-Cedar Rapids, doubts he can get a consensus on the bill and said the Senate is too busy to consider new legislation in the middle of a session.

“We’ll take a look at that, but it is my plan not to take up any firearms legislation this year,” he said after the House approved the bill. “I see nothing urgent about this.

Opponents also noted that the ban on suppressors was one of the first 10 bills Gov. Terry Branstad signed after becoming governor in 1983.

Paulsen said he hopes Hogg gives the bill the consideration an 83-16 vote deserves.

“Well, I think — 83 votes — it’s a priority of the House of Representatives. That’s a really big vote count,” he said.

Too busy? I think I'll have to ask the honorable Rob Hogg what else is so important that the Iowa Senate can't take a few minutes of debate on this.

As previously reported, House File 2381 -- NRA-supported suppressor legislation -- is in jeopardy of not receiving a hearing in the Senate Judiciary Committee, chaired by state Senator Robert Hogg (D-33).

Before it can be heard and voted on in the Senate Judiciary Committee, HF 2381 must first be heard by a subcommittee.At this time, HF 2381 has been assigned to a subcommittee but no hearing has been scheduled, and time is now running out.HF 2381 needs your strong support to move through this subcommittee, led by state Senator Thomas Courtney (D-44).

As reported here, even pro-gun legislation with the strongest bipartisan support has failed to pass in the state Senate in recent years, having repeatedly died in committee.Your NRA-ILA has been diligently working with state Senators to ensure this trend does not continue, and that HF 2381 receives the fair hearing and vote a bill with such support deserves.Your e-mails will make the difference!Contact Senator Courtney and members of the Senate subcommittee IMMEDIATELY to ensure this bill gets a hearing in time for it to be considered by the Senate Judiciary Committee.It must be heard by the full committee by Thursday.
