OC Citizen: Doo doo doo. I'm walkin' around just mindin' my own business. La la la.

Officer Friendly: Oh hi there citizen.

OC Citizen: Good morning Officer Friendly.

Officer Friendly: Hey, I notice that you are carrying a pistol there in that holster on your belt.

OC Citizen: You betcha Officer Friendly. Just trying to be a good citizen - exercising my rights and all.

Officer Friendly: Umm... sure. Well anyway. I'd like to talk to you just a moment if you don't mind.

OC Citizen: What can I do ya for?

Officer Friendly: Can I pretty please with sugar on top see your firearms registration card?

OC Citizen: Registration card?

Officer Friendly: Yeah - your registration card. You see, the state legislature passed SB1076 into law didn't you hear? In fact, here, I have a copy of the bill right here. I keep it in my pocket to remind me of all the new powers I have.

OC Citizen: Yeah, I remember that.

Officer Friendly: Now right here in section 35, it says that you have to register every gun you own and that you get a registration card. See that?

OC Citizen: Uh huh. I remember doing that. What a pain in the neck that whole process was. I have to do that every year now right?

Officer Friendly: Yup, but that's just a common sense regulation to keep the children safe. Now can I get that registration card?

OC Citizen: Oh. I'd rather not today. I've got some things to get to today.

Officer Friendly: Well let's just slow the day down a bit then. I mean, you do have it on you right?

OC Citizen: Well yeah. I think so. The thing I keep in my wallet in my back pocket right?

Officer Friendly: Well that may be your pistol permit but hopefully you have both. I'll have to take a look at that registration card first.

OC Citizen: ...

Officer Friendly: OK, let's see here. Ah hah -- here it is. Section 38(b) of SB1076 requires you to carry your registration card with you at all times when you are carrying the gun that is registered: "The registration card shall be stored with the corresponding firearm in the registrant's home and shall be carried with the firearm if it is transported outside of the home." Are you still with me?

OC Citizen: Umm... Yeah, I'm still with you.

Officer Friendly: Oh great. And Section 38(b) concludes with: "The registrant shall exhibit the registration card to any law enforcement officer upon request."

OC Citizen: ... huh? ...

Officer Friendly: So um, yeah. I'd like to see your registration.

OC Citizen: Well, if that's what the law says. Oh hey. One more thing though, what about all that reasonably articulable suspicion stuff from that Terry v. Ohio case. Doesn't that still apply? Do you need a reason to stop me and detain me before you ask to see my registration?

Officer Friendly: Huh... Well the law is crystal clear. I mean come on. I just read it to you. I'm not a judge so I can't weed through all that legal gobbledeegook you just spouted so let's just leave that for a Connecticut court to decide on a case of first impression when that question is finally brought up. For now though, let's just go with what the law says and cough up that registration card.

OC Citizen: Well, OK. But I just don't understand all this.

Officer Friendly: What's not to understand? This was a part of common sense reforms that the people of Connecticut favored overwhelmingly. We had to do something right? I mean, we're not at war so we don't need all these guns just floating around the street and nobody needs an assault weapon to kill a deer -- I'm sure you agree. So let me go ahead and help you get that registration card out. It's in your wallet located in your back pocket right? Why don't you just put your hands up and I'll take that pesky gun while we sort this out. I wouldn't want you making any sudden moves. So I just have to detain this for my safety.

OC Citizen: I guess that sounds reasonable.

Officer Friendly: There now, thanks for that gun. Now can I get that registration?

OC Citizen: Here you go officer.

Officer Friendly: Oh... ummm... err...

OC Citizen: Is there a problem officer?

Officer Friendly: Well kind of. You see, there's a Glock 26 listed on here with serial number XYZ123. But you are carrying a Glock 26 with serial number XYZ456.

OC Citizen: Oh yeah. XYZ456 is my wife's Glock 26. I guess we got them mixed up this morning before we left the house. Same gun and all.

Officer Friendly: Mixed them up eh? Well it's a little worse than a mix up. You see, you are unlawfully possessing a firearm. I guess I'll just have to take you to the station for further questioning. And we have to get some paper work done to get you onto the gun offenders registry. That's covered by Section 27.

OC Citizen: Da fuq?

Officer Friendly: Oh oh oh... I almost forgot, we're going to have to revoke your registration.

OC Citizen: How's that now?

Officer Friendly: Look right here in Section 37(c)(1). It's plain as day. It says "The department shall deny the issuance or renewal of a registration card or shall revoke an existing registration card: (1) For failure to meet any of the requirements of sections 31 to 43, inclusive, of this act . . . or any other applicable federal or state law relating to firearms or ammunition." It looks to me like you are in violation of several sections between 31 and 43 inclusive and you are definately in violation of laws "realting to firearms." I'm sure you agree.

OC Citizen: ...

Officer Friendly: Oh and can you tell me where your wife is today? We might want to "get her story as well" and while we're at it, check to see if she is carrying the Glock 26 registered to you. If so, we can do some good police work to protect the children.

OC Citizen: I'd rather not. I've got a lot to do today.

Officer Friendly: Oh good. I was hoping to use this fancy new taser. But it's just to protect the children you know.

OC Citizen: Don't tase me bro!

Officer Friendly: Zap.

TL;DR version: Register each gun, get registration card, keep registration card with gun. Carry pistol? Carry card. Get stopped by police? Show card to officer on demand. No card? No gun, free electerotherapy, and matching silver bracelets.

Confirmed with member of public safety committee: This provision requiring registrations upon demand is intended to "frustrate the purpose of people who do not conceal their weapons." While that admission is shocking within itself, I don't buy it.

My guess is that rather than push concealed carry only, they went with this as this provision hits those who carry openly or concealed and could even be used against people who are shooting on their own land or out hunting. It gives the state more opportunities to demand the production of registration papers that may not exist and, therefore, more opportunities to get more guns out of the hands of citizens.

Ok good. Sadly I can't make it up to the capital tomorrow to see this meeting. I work as a limo driver and ill be driving all morning and most of the afternoon. I'll be checking back in here tomorrow to see how the arguments went. Rich B, If you are going, can you use your recording device so those of us who cannot make it could hear the arguments?

I am going, but you are not likely to get a good recording from me. They will air it live on CT-N and we will try and post recordings that we do get on our youtube channel like we always do.

All this nonsense BS gun legislation that hurts law abiding folks just reminds me of tyrannical governments trying to dis-arm their citizens.......History really does tend to repeat itself

You can still send testimony electronically, you don't have to be there for that ... send to either (or both):

Note: it would have to be specific to a bill ... want to comment on all, then send 10 copies with different file names ... it can be the same text contained within but to get it posted properly, have the bill # in your file name .. make it easier & more chance it will actually be handled correctly
