This is the most egregious bill yet.

Fail to renew "registration card" on time or if renewal is denied, all firearms get confiscated. "Fees" will also be authorized to be collected for each firearm registered. As I read it, this is on top of the fees for "rifle permits" and permits to carry pistols. There's a whole lot more in it that sets up peaceable citizens for serious prison time and loss of all firearms for mere inaction. If you don't have the money or you forget to renew on time....



Sec. 40. (NEW) (Effective July 1, 2013) (a) When a decision to deny an application to register, to renew a registration card or to revoke a registration card becomes final, the applicant or registrant shall immediately surrender to the Department of Emergency Services and Public Protection the firearm for which the applicant was denied registration or renewal or for which the registration card was revoked.

(b) If an applicant or registrant fails to surrender his or her firearm to the department after he or she receives notice that the decision to deny an application to register, to renew a registration card or to revoke a registration card becomes final, the department shall retrieve the firearm within forty-eight hours.

Sec. 41. (NEW) (Effective July 1, 2013) (a) Registration cards shall expire automatically one year after the date of issuance. To apply for renewal of a registration card, the registrant shall complete an application for registration as described in section 35 of this act.

(b) The Department of Emergency Services and Public Protection shall mail renewal notices to each registrant at least ninety days prior to expiration of the registration card. Applications for renewal shall be received by the department sixty days prior to the expiration of the current registration card.

(c) The renewal process for all registrants shall include a background check, as provided in section 36 of this act.

(d) The department shall follow the procedures of section 37 of this act in approving or denying the application for renewal.

Aside from the obviously egregious portions cited above, notice one thing: Every violation -- even innocent violations including possession after your registration automatically lapses -- carries the penalty of a FELONY. Felons cannot own firearms ever again. The intent is obviously to make the process so onerous and so fraught with danger of committing a felony that people will either give up their guns voluntarily or lose them through confiscation. This is not a mistake. This is by design. This is their goal.

Oh... by the way. If you commit any "gun offense" (see section 26(6), page 38 for a list of statutory citations -- good luck figuring those out this millennium) you will be named and shamed on the new "gun offender registry." See Sec. 27 (page 42). Oh, and what do you know? Subsection (d) makes the penalty for failing to register every six months a FELONY.

There is enough in here to spin our wheels for weeks. One more though -- Say goodbye to any body armor that you acquired legally (the old law required that it be purchased face to face in this state). This bill makes the mere possession of body armor illegal as of July 1, without regard to the prior legal acquisition.

Section 24 (page 36)

(a) A person is guilty of criminal possession of body armor when such person knowingly possesses body armor.

The content in brackets to the right of that is current law and being stricken from this amendment.

they will try to hinder folks from attending the 14th MAR 13 hearing date with metal detectors and all that ... ALL should just say "I'm going to attend a committee hearing and you cannot require me to do anything to gain entry per CGS Sec. 1-225 (e)" that states:

(e) No member of the public shall be required, as a condition to attendance at a meeting of any such body, to register the member's name, or furnish other information, or complete a questionnaire or otherwise fulfill any condition precedent to the member's attendance.

And if a capitol cop still hassles you, ask for his card or see his ID .. take his information and tell him "I'll see you in court ... hope you like living in a cardboard box"

Probably not. A true ex post facto law makes illegal today that which you did yesterday. This makes illegal tomorrow, your continued possession of body armor that you purchased yesterday. Instead, consider this a "taking."

I would say what you guys are going through is far worse than what New York just did - at least they flat out said you just can't have firearms or magazines of xyz category. This is far more insidious. "Oh you can have your guns, but we are going to make it darn near impossible for you to do so."

Sounds like all of this would make OC extremely difficult if it passes. Maybe people's firearms will have boating accidents en masse?

Yes - like the provision that requires me to show any police officer my firearms registration card on demand, at any time. Don't have it on you? Carrying a gun different than the one listed on your registration card? Get thrown in the pokey and lose your right to carry.

replace the word "firearms" with a word that starts with "p" and ends in "oliticians"; it'd be a lot more effective

...and lose your right to carry.

you forgot to add the strongly emphasized word FOREVER, and not only the right to carry but also the right to OWN/POSSESS ANY firearm
