Some times it just that simple.

Other times it is not.

What they do with the information is the key..

Every area has it known criminal element.

They tend to have certain habits.

A small minority of any population commit the majority of the crimes.

So watching for them makes sense.

Patton told The Oregonian/OregonLive that the town would likely require background checks for any citizen patrol volunteer who monitors the surveillance cameras.
Parts of the city of Cincinnati have citizen patrols; no camera monitoring that I know of. But to be part of the patrol you have go through a background check and you are not allowed to carry guns. In effect, they are legalized gangs roaming the streets and getting the police to shakedown residents.
