What exactly do you mean "going scouting"?

Do you mean hiking and looking around, like you're looking for a good place to go hunting this fall, or do you mean going on a Boy Scouts of America event?

As far as I know, OC in Florida is generally a no-no, with a few hunting type exemptions.

If you're talking about a BSA event, it is the official policy of the BSA that they DO NOT allow firearms at BSA events, unless they are being used on closed, controlled firing ranges, and are stored in a locked, secure magazine when not in use...

If you can only OC while hunting or fishing and you want to OC before, I would be concerned with being accused of hunting out of season. I don't know how FL laws are, but in AL there is a law that you cannot hunt within so far of a public road. If you were to OC along that public road, and the officer wanted to give you a hard time, he could accuse you of 'hunting' illegally.
