My parents live in Wheeling, WV which is Ohio County. This isn't much of a post...I just wanted to say I open carry there all the time...especially when I go fishing and I've never had a problem!

Maybe you can answer this question on WV - as we understand it, WV preempted localities a ways back, but allowed some grandfathering.

But we cannot find any locality which has a valid grandfathered general ban on open carry - therefore we have left WV as a Gold Statr state.

Do you have any contrary info?

well....since i have a concealed carry i never worry too much about open carry regulations but this is something i will try to do some research on and try to get back to you.

Can out of state peoples get thier concealed for WV? How?

i'm pretty sure yes but check www.packing.org for details.

as a wv resident I went to my county's sheriff's department. paid them $75 and picked it up 4 days later. It was really easy.

i also have PA nonresident which was $26 and took about 10 days.

I should never need another license.

If Senator Allen's bill makes it through congress, that would certainly be true.

I see this post was a while back so I hate to beat a dead horse here but, no, WV does not currently issue non-resident permits. They do honor resident permits from Kentucky and Virginia though, but not non-resident Virginia permits.

This is incorrect - there is no legal basis for WV authorities to not accept a Virginia CHP, regardless of what agency issued the CHP, or, where the CHP holder "resides" (whatever that means) at rthe time of carry.

Remember, under lifetime VA CHPs, effective 1 july 2007, a VA CHP issued by a Circuit Court lives on forever even if you "reside" in China :lol:

Virginia issues Non-Resident permits and W.V. does NOT currently honor the "Non-Resident" permits. Check packing.org for details. It is currently under review by the state but currently they do not honor VA non resident permits. btw resides means lives there, if you don't live in VA you can still get a concealed permit for VA but WV will not honor it unless it is a regular, resident permit. Not trying to start an argument, just stating facts. Plus, all I said was non-resident permits, I didn't say anything about lifetime permits.

You are right, after reading the actual agreement it doesn't specify resident and non-resident. Only thing is VA didn't issue non-res permits when the agreement was put in place. The wording is confusing, it says 'to extend reciprocal handgun carry/permit privlidges to citizens of the State of West Virginia and the Commonwealth of Virginia' but then goes on to say that each one will recognize valid license holders while present in the other state/commonwealth. Like I said the wording is confusing to me, and the state police say no even though it seems to be okay. No case law on it yet. If I could would I be the test case? Nope. Maybe someone else?
