OCing with audio/video equipment

I have seen many people on this site refer to recording police encounters while open carrying. My question is, what exactly are the rules regarding audio/video recording police encounters in WV? Is it legal? If so, do I have to notify them? With the way things have been going, I am growing more and more uneasy about OCing without having a reliable witness that cant and wont lie to tell the whole story when being confronted by LEOs. Any input is appreciated. I know this i kind of out of the intended scope of this site, but I kind of figured someone would have some input.
