I actully thought NV did a good thing when they dropped the Utah permit...It stopped a lot of people that had no proficiency with a hand gun from walking around Nevada...
But just my opinion.....
Anyone can carry a gun in Nevada with no training. No permit is needed to open carry.
If you want people to be proficient with firearms taking away the right and making it a privilege is not the answer.
If it was part of the education for all people, there would be no excuse to take away the right to bear arms for such a trifling reason. The only problem is the anti-gun people that think that keeping children ignorant about firearms makes them handle firearms better.
Most people will voluntarily learn what they need to know before carrying a gun though. I personally would prefer the right to bear arms and allow the rare person who is not so proficient to carry than eliminating the right. Making a permit system is effectively saying that people cannot be trusted to have guns.
The primary effect of making of making it more difficult for law-abiding people to carry a gun, (such as by requiring a permit,) is to decrease the number of good people with guns. I think that costs far more lives than any legislated proficiency ever would.
In my opinion NV should go the way of Alaska and Vermont and allow everyone to carry concealed with no permit, just like everyone can carry openly with no permit. Concealed guns are no more dangerous and require no additional proficiency. I do not believe you will find any evidence to show that Alaska and Vermont are less safe for not requiring all people to take classes, pay fees, and be registered with the government before carrying concealed.
One thing that I think is strange is that most gun owners are appalled at the idea of registering guns or requiring a license to own a gun, yet so many think registering people who carry guns is a great idea. Not to mention that such "confidential" government records tend to get released to the public to let everyone know who owns guns. That has happened in several states. In Nevada not only are people who can legally carry concealed registered, but they also include a list of all the guns you are qualified with. It would make for a good shopping list.
