Hello, another newbie here from Delaware,

I envy you all from shall issue states:

I spent years waiting for Delaware to become a shall issue state, not wanting to be denied on the whim of some judge having a bad day… but got tired of waiting. So last year I decided to go for it. Now maybe I did things out of order, but first I looked for a CC gun, finally decided on a Kel-tec P3AT. Easier to hide, lighter weight, adequate to the job, however, I’m not thrilled with the gun overall and will probably carry my .45 when its not so important to keep a gun hidden. Any way I started researching on how to get a permit and discovered that open carry is legal in Delaware (except Dover). I am a business owner who works 6-7 days a week and am mostly in situations where open carry or detainment would be detrimental to my business. However I believe in open carry and will do so in instances where the only inconvenience will be to myself if I’m inappropriately detained, arrested or otherwise harassed.



  1. Nov 2006 bought Kel-tec gun è $300
  2. Dec 2006 è enrolled in required gun training class $250.
  3. Feb 2007 class starts, 2.5 hours x 6 days, Great class by ex LEO, of course like everyone he had his own personal opinions (ie.. cc means concealed) but he taught all laws related to carry, when use is legal. He did not teach any 4[suP]th[/suP] A rights, but I believe that is outside the scope of his class. He teaches handgun laws not the USC. Anyway this course (or one similar) is required è add $40 for ammo (used my .45 in class)
  4. Started carrying openly in car ( find myself being a more polite driver and watching my speed more closely)
  5. Went to the Prothonotary for application (leave your cell phone in the car!!)
  6. Filed the required notice in the News paper ( I used the Dover Post as the State news will keep your notice on file- thus they have a database of any ccw applicants that used them) in Delaware CCW are FOIA exempt. It’s a weekly paper and I had to wait a week and a half to have the notice published. You also have to wait 10 days after it is published before you can file your application è add another $15? To the total
  7. Went to state ID office for fingerprints è told it takes 6-8 weeks è $64?
  8. To the mall get passport photos è $12?
  9. Gathered five references
  10. April 12[suP]th[/suP] filed completed application at Prothonotary’s office
  11. May 29[suP]th[/suP] no word, clerk in Prothonotary office says " fingerprint check just came back, now we need to send it to the AG office, you might hear something in three weeks"
  12. June 21[suP]st[/suP] è letter from AG, no reason to deny, they take no stand on issuance, packet will be forwarded to the judge.
Hopefully only another couple weeks to either have my permit or be denied.

June 22[suP]nd[/suP] è opportunity presented itself and I open carried in Staples on Kirkwood HWY and Kohls on rt 202, that p3at is small on my hip, I don’t think anyone noticed, but it’s a start.

Is there a list of abbreviations for this forum? Some are hard to figure out

LoL im a Delaware resident now,

In Utah I paid $520 for my Springfield XD-40sub

1. Paid $60 for the CCW class in Jan of this year.

2. Paid approx $60 for the BCI application.

3. Had CCW in March, in Utah. It's no good here cause I technically live here now.

I hear ya, I won't even apply for one here. It's rediculous as I've passed all FBI checks etc. This state wants people to be unprotected. No criminal will do what you did to rob aWawa of $80 in cash.



I'm 31 and don't even have a traffic violation-- Period. It's rediculous.

Thanks for listing the costs involved. I find the DE CCDW permit process and requirements to be totally absurd!

If it's a CONCEALED carry permit, why do we need to advertise it in the newspaper? And why do we need 5 character references?? Doesn't that totally defeat the purpose of no one knowing you carry a gun!!?? I know that I had asked my one neighbor for a reference. He filled it out, but was confused as to why I needed a public notice to get a concealed gun permit.

I had researched some of the costs. This is what I was told last year: $75 ad in the paper, $110 fingerprints, $35 app fee, $250 course. I'd save money by doing the passport style photos myself. That's a total of $470, for a "may issue" State? Plus my application is public knowledge? I don't think so.

So, it's more research for me on OC. And a lot more thought on whether it's worth the "risk" of getting arrested by anti-gun cops or having the sheeple callingthe cops on me.

Man, after all that, I would say it's time to move to Virginia where they allow and welcome normal people!:cool:

I finally got my license July 9[suP]th[/suP].

I've been shooting since I was knee high to a short duck, had a hunters safety course, years of hunting and shooting along with military training, but I feel the knowledge and insight I picked up in the class was worth it, I just wish it wasn't mandatory. I don't think my wife will ever carry, but I want her to take the course as soon as we can spare the time and money.
