Lifetime and Extended CCW permits not available per RSMo 571.205 from SCCPD

Sent St Charles County PD a email regarding lifetime and extended CCW permits and SCCPD compliance with RSMo 571.205. Below is the response from the SCCPD and my questions to my senator and house rep.

Dear Senator/House Rep,

The below is a response from the SCCPD Government Services Representative regarding the issuance or renewal of lifetime and extended concealed carry permits.

From SCCPD Government Services Representative.
"Mr. OC for ME,

Missouri Law does provide for the issuance of lifetime or extended CCW permits, however, at this time we are not able to issue these permits.

The Missouri Sheriff’s Association provides us the equipment and software to print CCW cards. The software, at this time, does not allow for the issuance of lifetime or extended CCW permits. We do not have a date as to when this will happen. We will update the information on our website when this becomes available."

My question:

When will SCCPD become compliant with RSMo 571.205 that became effective 14 October 2016. I would like to think that the Missouri Sheriff's Association would have updated their software to assist CCW permit issuers to compliant with RSMo 571.205.

From Missouri Revisor of Statutes website as of 3-14-2019: "Effective 10-14-16, see § 21.250. S.B. 656 was vetoed June 27, 2016. The veto was overridden on September 14, 2016."
Unfortunate that the SCCPD requires a non-governmental organization to provide the resources to become compliant with the law. I sent a email to the Missouri Sheriff's Association requesting a estimated date that SCCPD would become compliant with RSMo 571.205.

Working the issue. Have not heard from reps, nor MSA. Next is the county exec and council. There is no provision in RSMo that states that MSA must supply software to generate CCW permits.

RSMo 571.101.8. The concealed carry permit shall specify only the following information:
(1) Name, address, date of birth, gender, height, weight, color of hair, color of eyes, and signature of the permit holder;
(2) The signature of the sheriff issuing the permit;
(3) The date of issuance; and
(4) The expiration date. (all they gotta do is place N/A for lifetime permits and set expiration date for the extended permits at the sheriff's office, no special software required for this)

The permit shall be no larger than two and one-eighth inches wide by three and three-eighths inches long and shall be of a uniform style prescribed by the department of public safety. The permit shall also be assigned a concealed carry permit system county code and shall be stored in sequential number.
By the way, SCCPD is not the sheriff.

Is St. Charles County PD the only PD doing this? Does Missouri Sheriff's Association provide this service (or lack of service) to every PD in MO? Is it like this all over Mo.? If it is, how come it has gone for 30 months and nobody complained before now? Are you the only one that cares about stuff like this?

If SCCPD does not have the software it would/should be a reasonable presumption that none of the other 100+ county sheriff's have the software.

If SCCPD requires their support then MSA likely does provide the software for all of the sheriff's in the state.

If SCCPD is not issuing the two permit types then it is likely that no sheriff office in the state is issuing them either.

Other complaints, am I the only one? I have no information on this.

Per Missouri Carry LLC, the/a state level gun rights organization, there has been no discussions on this specific topic that I could find. As soon as I receive responses, if I receive responses, from my reps and the MSA I will post them. If no response in the next few days I will press further and add the county exec/council to the discussion. Phone calls are the next step, if no satisfactory progress there then face to face meetings will be arranged.

Side bar tangent...WA citizens got I594 shoved down their throats in Nov 2014 and one of it’s mandates was WA SP would take over background checks from NICS FBI immediately. NICS has told WA SP mid-late last year their extension would end July 2019....and after 5 years they are not going to be organizationally ready to facilitate WA citizens firearm purchase background checks!

this provided strictly as an explicit example of best laid plans of mice and men inadequacies only.

OC for ME it is fascinating to hear the stories of other governmental agencies ‘unable’ to meet statutory mandates yet nothing comes of it by community leaders/legislators/even jqpublic.

Another note sent to MSA.
I submitted a question, via your contact page last week, regarding RSMo 571.205 and the St. Charles County Police Department (SCCPD). No response form MSA as of this writing.

Please provide a estimated date that MSA will provide the SCCPD with the software they state they must have from MSA to enable SCCPD to comply with RSMo 571.205.

RSMo 571.205 has been in effect for 30 months.

Has MSA provided other sheriff's with the software to enable them to comply with RSMo 571.205?

I have contacted my state and county representatives to enlist their assistance with assisting SCCPD to become compliant with RSMo 571.205.

I have also indicated that MSA has not provided SCCPD with the required support for 30 months.

If no success with legislators then try to get the media involved.
If that doesn't work then you are forced to ask the court to enforce the law by filing a writ of mandamus. And, that costs money.

Sent a note to the Lincoln County (Missouri) Sheriff's office.

OC for ME would multiple inbounds assist your quest, if so pm ‘generalized’ script with specifics as i’m in to assist with a ‘writing campaign’

Not necessarily to SO per se but legislators?

County Councilman Cronin wants to fix the issue, I'll give him several days and see what happens.

My state reps, house/senate, have not acknowledged my previous two emails, I'll try one more email the end of this week, to document their indifference towards a constituent, then call their offices...citing their lack of interest in the ensuing conversation.

Mr. OC for ME,

I have been in contact with our Sheriff, Scott Lewis on this issue. He is doing some digging and agrees with you and myself that this needs to be fixed.

When he has some answers I will contact you again. Please also send me whatever you find out.

I appreciate your work on this. And please bear with us on this. I think some changes in our County's fundamentals have to be done to allow for lifetime permits.

I am not going to pursue the lifetime permit statement until they formulate and provide a plan.
