Could this have been done without a threat of a lawsuit? I believe in keeping things at the lowest level possible.

I believe this was kept at the lowest threat until resistance was met. This would have been simple, they were notified, a request was made, and the council(well one of them) resisted the law. When that happens escalation occurs.
It was not just the SAF, altho that was a big stick, it was the people who wrote letters, made phone calls, and finally stood before them. The People, with SAFs assistance, won that day.

SAF and others let the city know about the problematic law
issue got placed on agenda
later city council decided to not take action
City Council member left meeting AFTER not getting his way with his effort to violate the law and the rights of an individual in attendance
SAF sends 2nd letter
City corrects issue under "emergency" legislation status on the next meeting with MANY lawful firearms carriers in attendance!


Nope, I don't think it would have happened without at a minimum the THREAT OF A LAWSUIT!
But, this is just my opinion!

But, this is just my opinion!

I agree, I think is insistence on trying to emphasize SAF's lawsuit was an attempt at trying to make the armed group in attendance look like they had no effect on their actions.
