Gas station licensed for on site consumption of alcohol

There is a Chevron gas station on the corner of Hwy. 30 and Hwy. 73 in Geismar in Ascension Parish. It looks like any other, with a car wash, etc. Most of it's business is plant workers and I even think it is closed on Sundays. Anyway, what makes this one different from the others is that they tell me their liquor license also allows consumption on the property-including the outside!!! You see it all the time at other gas stations, but it is apparently legal here! There are people all over parking lot tailgating, etc. and drinking. So, if this is true,how does the open carry thing work? Minors can be in the parking lot, but the store sells for consumption on premises. Can you open carry in the parking lot only, and not in the store? Or, not at all? What type of license is this? Why don't all gas stationsdo this?Or is someone pulling my leg? I don't think so, though.
