Fema and home rentals?

I was in the office of one of the largest house property management companies in Phoenix and saw stacks and stacks of letters from FEMA.

They were in envelopes so my prying eyes couldn't read anything except for the huge FEMA logo.

Why would FEMA send tons of letters to one of the largest property management companies?

My first guess would be that they're trying to dump properties (like manufactured homes) to recoup losses after terrible purchasing decisions. Reason I say that, is because we've seen it before, right?

It's probably worse than that though.
