Constitutional Carry legislation is moving in the Missouri Legislature.

House Bill 1468 specifies that a person who may otherwise legally carry a concealed handgun is not required to obtain or possess a license or permit from the state to carry a concealed handgun.

In other words, you can carry a concealed gun without registering yourself with the government or paying a permission fee.

If you have to ask for permission, pay a tax on it and register yourself with the government, it’s not a right.

Constitutional Carry fixes that.

The House Committee on Emerging Issues has passed HB 1468, giving it a “Do Pass” status last week.

Go here to tell your state representative to vote for House Bill 1468, which was introduced by Rep. Eric Burlison (R).

CC w/o a permit is a great leap towards constitutional carry but this would not be constitutional carry. Removing the permit requirement located in RSMo 21.750.3 as well would guarantee that all Missouri citizens could peaceably exercise their 2A right as they see fit.

It looks like it is just siting out there. No Schedule for it to be heard on the House floor.

There are a few who do not like this bill because it doesn't go far enough. But oftentimes in politics, you have to get base hits in order to score a run.

Imagine, CC w/o permit yet OC in some places requires a permit. The OC permit thing would fall very quickly. I suspect, gut hunch, that this is why the CC w/o permit bill languishes in limbo.

No doubt. I've sent Rep Eric Burlison an email requesting an update, probability of getting passed in the House and Senate and if needed, what would occur in a veto...enough votes to override?

Exactly, it is like many other states that claim constitutional carry, still carry at the state's permission. Truly constitutional carry would require changing the state constitution, or the Mo supreme court recognizing the right to keep, and bear arms.

That said maybe this is a step in the right direction.

Article I: BILL OF RIGHTS, Section 23 (August 28, 2015)

Right to keep and bear arms, ammunition, and certain accessories--exception--rights to be unalienable.

Section 23. That the right of every citizen to keep and bear arms, ammunition, and accessories typical to the normal function of such arms, in defense of his home, person, family and property, or when lawfully summoned in aid of the civil power, shall not be questioned. The rights guaranteed by this section shall be unalienable. Any restriction on these rights shall be subject to strict scrutiny and the state of Missouri shall be obligated to uphold these rights and shall under no circumstances decline to protect against their infringement. Nothing in this section shall be construed to prevent the general assembly from enacting general laws which limit the rights of convicted violent felons or those adjudicated by a court to be a danger to self or others as result of a mental disorder or mental infirmity.

No prior restraint laws is constitutional and it is my opinion that the Brooks v. State ruling has been nullified by the change to Art I Sec. 23 back in 2014.

So any gun control law, even allowing unpermitted carry is unconstitutional by the Mo constitution. Seems the proper etiquette would have been to remove the offending laws. The courts, and the government need to pull their head out of their rear, and do the right thing.

Seems there is still some activity with this bill not sure exactly what this means if it may get a hearing next session or if it is considered dead. Just for Solus apparently who cares more about someone getting credit than info. My original post came from GOA email that was sent to me I also never implied I was taking the credit just passing some news. Since you are not from MO. The legislature is adjourned except for a possible veto session in September. It's dead Jim. Some of the provisions were moved into SB 646 which did pass.

I posted in case some folks did not know about it. your HINT means nothing to me as I never claimed credit it for it to begin with. I enjoy reading this forum as there are some very nice knowledgeable people on here. If you do not like my posts stop reading them and hassling me. You have way to much time on your hands. Go out to the range and shoot your firearms or something and 20 quotes per post are unnecessary waste of time and space and bandwidth we all read the thread quoting everything in a thread does not make you have any more authority on the net.

I am sorry you feel the need to put another's intellectual property out on this public server as your own material, a clear violation of the copyright laws, set up to protect an author or creator having their material pirated and used without their permission.

you may state to your little heart's content your opaque after the fact reference to you receiving an email and was just passing it on, but you failed to completely mention that you got an email from GOA in any of your postings thus providing the sender ~ GOA the proper credit due for their intellectual property and due diligence they authored the material or where the legislative BS you posted originated from.

as for your perception of my posts, thanks a lot for reading as it is appreciated, but your snide & inappropriate comment leads me to believe you failed to understand the points being made ~ guess that is to be expected.

you are right GOA prob could give a rats behind and not pursue you nor the Forum mgmt, but someone with an ax to grind could and would use this instance as further proof to forward their cause. remember, it is the little things that compound into huge issues, yours just one example from the naked city.
