Municipalites cannot regulate/control the method/means of carry - little thing called state preemption.Only 80%. And they pretty much get what they want.

Upper court decisions from another district are said to be 'guidance.'A Illinois case that can be cited (and it was the right to practice to acquire and maintain proficiency that came out of the case too) but are not bound by. Ask them if they accept the decision.
And are state courts technically bound to federal decisions anyway (like lizzurds even care ~ even federal courts ignore the federal constitution and upper courts' case law).
Even the idea that lower courts are bound to upper court's decisions is "made up" ... there is zero penalty for a lower court to follow a higher court ... we just have to "trust" them.
Put a penalty for a lower court not to follow a higher court's decision .. like 20 yrs in prison...
