humm...While America's constitution outlaws slavery, the Thirteenth Amendment allows prisoners to be forced into labour for their crimes.

Why do you think that these convicts were forced? They were paid the minimum wage for their work, but I suspect that they were volunteers. If so, why not? It doesn't appear from the article that this phone bank worked any differently than others.
