Areas able to safely Conceal Carry without a permit vs with a permit

Does anyone have a list of the differences of where you can carry based on having a permit versus not having a permit (once constitutional carry is official 1/1/2017)? If not we should come up with a list.

This is not for current law but what will happen after SB656 goes into effect. I basically combined SB656 and the current statute to get a gauge of how it will be.
Note there are two separate sections - 571.107 and 571.205. With section 571.205 having to do with Lifetime Permits and Extended Permits and section 571.107 for regular CCW. I assume 571.107 stays. Both sections for the most part emulate each other so I am SUMMARIZING the 17 prohibited sections that exist in both sections. It is up to you to read in detail the original bill to get the full language and interpret properly. I am unsure as to the wording in #6 with regard to exemptions. Can someone please verify and let me know what corrections need to be made.

For the following places that are restricted you can leave in vehicle in majority of places (hidden) with special exception in #15. Also you will want to check the actual language for rules on being loaded in individual portions.

1) Police, Sherriff, or Highway Patrol Office without consent of CLE in charge of said station.
2) Within 25 feed of any polling place on election day.
3) The facility of any adult or juvenile detention or correctional institution, prison or jail.
4) Any courthouse solely occupied by the circuit, appellate or supreme court, or any courtrooms, administrative offices, libraries, or other rooms of any such court whether or not such court solely occupies the building in question.
5) Any meeting of the governing body of a unit of local government, or any meeting of the general assembly or a committee of the general assembly unless you are a member of said body/assembly with a CCW.
6) Any portions of government buildings (STATE) with Proper Signage. Exemptions being public housing by private persons, highways or rest areas, firing ranges and private dwellings owned, leased or controlled by that unit of govt.
7) Any establishment licensed to dispense liquor for consumption on premises and is primarily devoted to that purpose without explicit consent. (bars, etc.) Does not mean restaurants unless they make over half of their gross annual income from alcohol and serves less then fifty people. Also does not authorize possession of firearm while being intoxicated.
8) Any area of airport controlled by inspection of persons and property.
9) Any place prohibited by federal law
10) Schools without consent of board or is a School Protection Officer.
11) Child Care Facility without consent or you own it.
12) Gambling Riverboats without consent.
13) Gated area of an amusement part.
14) Churches without consent.
15) Any private property with properly posted signs unless have consent. Note you can leave in vehicle UNLESS vehicle is owned by employer and he prevents you from doing so.
16) Sports arena and stadiums with a seating capacity of 5000 or more.
17) Hospitals accessible by the public.


Now special exceptions:

From Section 571.205 1-17 is not a criminal act IF THEY HAVE A EXTENDED CCW Permit or a LIFETIME Permit but may be asked to leave premises.

From Section 571.107 1-17 is not a criminal act if they have a CCW Endorsement but may be asked to leave premises.




Another section is 571.030 - only including the relevant parts (i.e., carry parts not discharging of items).


(1) Carries concealed upon or about his or her person a knife, a firearm, a blackjack or any other weapon readily capable of lethal use into any area where firearms are restricted under section 571.107;
(5) Has a firearm or projectile weapon readily capable of lethal use on his or her person, while he or she is intoxicated, and handles or otherwise uses such firearm or projectile weapon in either a negligent or unlawful manner or discharges such firearm or projectile weapon unless acting in self-defense
(8) Carries a firearm or any other weapon readily capable of lethal use into any church or place where people have assembled for worship, or into any election precinct on any election day, or into any building owned or occupied by any agency of the federal government, state government, or political subdivision thereof
(10) Carries a firearm, whether loaded or unloaded, or any other weapon readily capable of lethal use into any school, onto any school bus, or onto the premises of any function or activity sponsored or sanctioned by school officials or the district school board


Now the Special Exceptions:

Subdivisions (1), (5), (8), and (10) of subsection 1 of this section do not apply when the actor is transporting such weapons in a nonfunctioning state or in an unloaded state when ammunition is not readily accessible or when such weapons are not readily accessible
Subdivisions (1), (8), and (10) of subsection 1 of this section shall not apply to any person who has a valid concealed carry permit issued pursuant to sections 571.101 to 571.121, a valid concealed carry endorsement issued before August 28, 2013, or a valid permit or endorsement to carry concealed firearms issued by another state or political subdivision of another state


NOTE THERE ARE SIGNIFICANT PENTALTIES IF YOU DONT HAVE A PERMIT and violate the above.

So what I gather is DO NOT CARRY into the areas listed if you DO NOT have a PERMIT. REMEMBER BUSES and the METROLINK are OFF LIMITS EVEN WITH CCW Permits - Go straight to Jail. Even though the other places are off limits they are not criminal offenses with a valid Permit.

Please anyone let me know what I got wrong and where I need to make changes. REMEMBER MOST OF THIS IS PARAPHRASING and you must do your own research and interpretations. I am not liable for any misinterpretations on my part if you choose to use this as gospel.

Differences? Now you see why I hate the term "Constitutional" Carry. But it sells...
