We were there for most of the records search. They did them. And this is a municipal police department, not Hillary Clinton. Thought not impossible it's highly unlikely records that were entered were deleted. It's an incredibly complex operation to delete entries on systems like that, the average employee can't do it.
*We (my associate and I) thought we had the OP's actual name and date of birth. The name/DOB combo came back with no contacts ever. It's not required to have a name for a records search but it sure helps, especially since we didn't have an exact date, location, or officer(s) name.
*IMHO the most obvious answer is we overlooked something and that's why we came up empty.
*It's very possible the officer didn't turn in his FI card so the info didn't get entered. I've mistakenly left some of mine in my notebook or in my squad briefcase. It's not nefarious if unintentional. But if there is a dispatch log then eventually an officer has to turn in any cards he has or face disapline.
*Possibly the original call was something not normally associated with this type of incident. We only checked calls in the last several months that might be related. There are thousands of calls and without an actual name to go on we certainly couldn't search every call. If the OP was stopped because he looked too young to be carrying that might have originated as a CHIPS call, which come in every day. No way could we look at all of those.
*While this took place in Hales Corners, is it possible it wasn't a H.C. cop? This would explain why Hales Corners PD seems to have no record. Not long before the OP first posted there was a "night out" event in Hales Corners where several different agencies were in the vicinity.
*Some other reason I haven't thought of.
Like I said before, the most obvious reason we came up empty is because we overlooked something or didn't look for the proper type of incident.
But....there may be one more reason why we came up with no official report on this incident. I'll let you all decide what that is.
