Doubtful.
California had 'may issue' Florida has 'shall issue' meaning just about every non-criminal adult can get a license to carry.

The U.S. Court of Appeals for the Ninth Circuit — the first to rule, ahead of the Supreme Court, that the Second Amendment right to have a gun extends nationwide — today issued the most sweeping decision yet on the right to carry a gun in public places. Yeah but will SCOTUS hear arguments one whether or not it is constitutional to require a license or a fee to exercise a right...???

Many of the best legal minds in the field, believe they would uphold such a requirement, if it allows almost every non-criminal adult to obtain such a 'permission slip' in a shall-issue environment with a reasonable fee structure.
